The free Health Check is a rules based initial assessment. It is intentionally narrower than a council bill calculation or a professional valuation opinion.
What the Health Check uses
The current England 2026 to 2027 check uses the rateable value provided by the user, the business use selected, property count information, occupation timing and limited bill information where available.
Headline multipliers
The Health Check calls rateable value multiplied by the relevant published multiplier the headline annual charge. It does not present that figure as the final amount payable.
Small Business Rates Relief signal
For a business stating that it occupies one property, RatesAngel identifies the national headline SBRR position: potentially 100 per cent at £12,000 RV or below, tapering between £12,001 and £15,000. The official rules allow some businesses with additional properties to retain relief in defined circumstances, so multiple property cases are flagged for checking rather than automatically rejected.
Why the final bill can differ
The actual liability may be affected by Transitional Relief, the 2026 to 2027 Transitional Relief Supplement, Supporting Small Business Relief, local relief schemes, occupation dates, exemptions, changes during the year, local supplements and other circumstances. RatesAngel therefore uses confidence labels and identifies missing facts instead of asserting that a bill is wrong.
RHL classification
The business type selected is used only to identify a likely RHL or non RHL multiplier for the first calculation. The local billing authority determines whether a property qualifies for an RHL multiplier. Where the use is unclear, RatesAngel shows limited confidence and recommends checking rather than choosing a favourable multiplier without evidence.
Automated decision making
The Health Check applies deterministic rules to categorise the initial finding. It does not automatically submit an application, alter a legal right, appoint an agent or make a decision with legal or similarly significant effect on the user.
